What has actually happened

Every milestone is dated and links to the page it comes from. Lines marked company-reported rest on the maker's own word.

What the maker said, and when

Dated targets the maker set in public, against what has happened since.

Unsupervised rides before the end of 2025

Musk said many times in 2025 that Tesla would offer rides with no one supervising before the year ended. Bloomberg via Transport Topics, 22 Jan 2026

04Safety and incidents

What has gone wrong

  • Tesla had reported 14 Robotaxi crashes in Austin to NHTSA, the US road-safety agency, since the June 2025 launch. Tesla blacked out the descriptions of the five newest as confidential. Electrek, 17 Feb 2026

  • NHTSA, the US road-safety agency, was weighing an investigation into claims that Tesla Robotaxis speed through active school zones, covering about 1,000 Model Y and Cybercab vehicles. Electrek, 22 Oct 2026

How we placed it

The rule, not an opinion

Stages are worked out by published rules from the dated milestones above. We never rate robots, and no maker can pay to change a stage.

  1. 5

    Regulator-cleared or mass market

A regulator has cleared it where approval applies: FDA clearance or approval for a medical robot, a permit to run with no one aboard for a self-driving vehicle, or an FAA approval for routine drone flights. Or: Widely sold: sales in the hundreds of thousands, or a product category you can buy in ordinary shops.

  2. 4

    Paying customersThis robot

Delivered to customers who pay for it, beyond a trial, or a paid service the public can use.

Placed by: Tesla said it launched rides with no monitor aboard in Miami, Orlando and Tampa in July 2026, and widened the unsupervised area in Austin (July 2026); Tesla began some Robotaxi rides in Austin with no safety monitor inside. Electrek saw chase cars with safety monitors following them (22 Jan 2026).

Held at this stage: Nevada approved driverless paid rides in August 2026, but the service there had not started by October, so the approval doesn't yet describe rides anyone can take. Tesla's paid rides elsewhere put it at stage 4.

  3. 3

    Pilot

Working with a named customer in a real setting, as a trial.

  4. 2

    Pre-orders

Orders, reservations or deposits taken, with nothing delivered yet.

  5. 1

    Demo only

Shown in videos, staged events or a factory, with no units working for customers.

What we couldn't confirm. Tesla does not publish its fleet size or how many cars run without a monitor; Electrek's counts come from a third-party tracker. Current fares were not found. NHTSA's inquiry into the Cybercab is listed on the Cybercab card.
